Hello survivors..
I am a GM of a group that has become burned out by the usual games. During a recent business trip, I purchased the rule book for O:U and, I must say, am very impressed by what I'm seeing and looking forward to running a game here in the new future. I've read the book cover to cover a couple times, downloaded and printed out the errata, and searched the forums and am left with one lingering question about skill tiers.
How does the advancement in skill tiers actually work during character creation?
I cannot find a clear explanation as to how to increase tiers in the book. I understand that player-based characters start with 5 tiers worth of skills, but the distribution of said tiers is quite vague.
Does it work something like this?
*Player A meets the prerequisites and picks Stunt Driver (3rd tier skill) for their first skill.
Does this mean he has 2 tiers remaining or is there a system I'm missing where he has to work up to a 3rd tier skill?

Nope, you have it right.
Your character gets 5 tiers worth of skills unless their 'Type' (Firefighter, Nurse, Police Officer, etc.) gives them bonus skills. In this case the bonus skills are essentially freebies. Just remember that all freebie skills are always taken at the lowest tier unless you spend your normal skill tiers to beef it up a bit.
